Free public Health care is among the strict commitments of the Somali Labour Party because of its ideology and philosophy that supports Universally Free Public Health Care System that will deliver equal distribution of Health Care Service to all Somali population when required and purchased.
Knowing that creating and establishing free Health Care System can help Somalia have a healthy generation of people that will contribute to an increase in all industries and therefore contribute positively in the generation of strong and solidly lasting economy for Somalia.
In order to materialize and implement free health care system the Somali Labour Party shall commit itself the following:
A) Evaluate the current Health industry situation of what has remained functional from the former Somali Health Care Industry, which means conduct on the ground survey and concrete evaluation of former Hospitals, Walk in Clinics, lab facilities, registering former doctors, nurses, pharmacists, dentists and so on.
B) Re-train former Health care providers such as nurses, midwives, former health support staffs, train new health care provider groups focusing mainly on Nurse groups, Lab and X Ray technicians, pharmacists, dental hygiene technicians and dentists, and all other auxiliary health care providers assistants like paramedics, emergency ambulance staff, helath office administrators, and data base collectors.
C) Build and construct New Hospitals, new Walk In Clinics, new Health Care Centers, and or repair former ones if is possible, focus mainly on the establishment of Walk in Community Clinics that shall provide all first aid assistances, and help patients with first hand health service until they reach Hospitals.
D) Encourage but not commit to fund Private Clinics, regulate and supervise them strictly according to the Somali National Health Care policy so they can provide legally acceptable health Standards according to the government health care policy legislated rule and regulations of engagement of the health care services, and the related to the prescriptions of legal drugs transparently recorded and made available in case of medical investigation record.
E) Shall commit itself to establish mobile Health Clinics so to serve sick and needy Somalis at the rural area where Hospitals and Clinic are way distant from the reach of the nomadic population, and shall also provide essential vaccination services according to the Universally acceptable Standards of The United Nations Health Organizations recommended essential Vaccination services.
F) In order to facilitate smooth and achievable Health Care Service system to the Somali Population The Somali Labour Party shall commit itself to the establishment of Health Care Vocational Schools in every Regional Capital of The Country, encourage students that are interested in the study of Health Care to join helping them with all their schooling needs.
G) The Health Care Policy of The Somali Labour Party shall be based upon the following strategies and plans that shall be implemented within three phases in its Short, Mid, and Long Terms plan to be executed and implemented as following:
:: Short Term Health Care Policy: Shall consist in the evaluation, and study of the current Health Care system standard or Status, the planning and implementation of all urgently needed health care services such as repairing existing Health Care Centers and what is remained from former Health Care Centers. Train new nurses; re-train former nurses, and all Health care services providers including pharmacists, dental hygiene and dentists, paramedics, health care administration staff as well as Ambulance service providers.
:: Mid Term Health Care Policy: Shall consist in the evaluation and study of the short term policy achievements, progress made and unachieved goals the reasons behind those obstacles and the possible ways of corrections. Completion of what is left in the Short Term Policy programs, and the start ups of the mid term policy that shall main focus on the upgrading and speeding up of the establishment of sufficiently functioning primary and secondary health care services and its expanding into districts. Shall also re-assess and re-evaluate professional levels of those involved in the Short Term Period of the Health Care policy providers.
:: Long Term Policy: This policy is the final party objective to completely implement a fully equipped and modernized Health Care Service to all parts of the Country from Regional Capitals, Districts, villages, and to all country sides where nomadic society is reached by the Health Service Providers in their locations.
Shall re-register, re-educate professionally, and re-classify all health care service providers according their curriculum vitae and their achievements in the industry during their employment terms in the health care industry.
Shall begin encouraging and funding for doctors, researchers, highly qualified Lab service providers, dentists, Pharmacologist, x-ray , ultrasound, m r I services providers, trauma and emergency Hospitals, mobile health care service providers such as ambulances, helicopters, and all health related administration staffs. Shall also re-activate and re-modernize Somali University Department of Medicine and Surgery through establishment of updated and internationally compatible curriculum and through the establishment of university cooperation with other universities around the Globe.
